Duties and Responsibilities
As a Weapons Systems Logistics Analyst, you will be a member of a field training team. You will provide written and verbal decision quality research, analysis, reporting and recommendations in response to requests for review and comment on issues directly or indirectly related to logistics.

Other typical responsibilities would include

Provides management, customers, and subcontractors with basic logistics technology and information that ensures effective and economical support for products, service, equipment and systems

Determines support requirements including facilities, personnel, safety, supply, transportation, maintenance and services

We are seeking a Director, Corporate Security & Safety, for RAND’s global operations. The position is responsible for the development, and implementation of all RAND security policies and programs, including those governed by the NISPOM and NISPOM Supplement, Intelligence Community Directives, personnel and physical security, export control, business continuity, emergency response and safety programs.

Position Description

This position will report to the Vice President of the Office of Services. The Director will function as the primary security interface with the RAND Vice Presidents of Project AIR FORCE; the National Defense Research Institute/National Security Research Division; the Army Research Division; the Justice, Infrastructure, and Environment Division; and their research staffs. This interface is vital for maintaining familiarity with the research agendas and providing security expertise for their programs and projects. The position will also serve as the principal security interface between RAND and the security organizations of its clients in the Air Force, OSD, Army, Intelligence Community, and Department of Homeland Security, Department of Justice, Department of State, and FBI.

The Director will manage the security staff, and operations, including special security facilities, at RAND offices in Santa Monica, CA, Arlington, VA, and Pittsburgh, PA. This position is based at the RAND office in Arlington, VA and significant travel to RAND sites and client locations is required. The scope of the position also includes policy and advisory responsibility for European and Middle Eastern offices and other international work. Staff consists of approximately 60 RAND and contract personnel, including security officers, security analysts and specialists.
The successful candidate will have experience managing security operations for a multi-site contractor or government agency, excellent knowledge of government security regulations and policies, and have contacts within the Intelligence Community, Department of Defense and Department of Homeland Security. Demonstrated skills in recruitment, training, and development of a professional, responsive staff are critical.

Qualifications

The technical and leadership requirements for this position include:

Technical
+++ Excellent knowledge of the NISPOM, NISPOM Supplement, Intelligence Community Directives and related special security regulations for a broad range of clients in DoD, Air Force, Army, and the Intelligence Community.
+++ A minimum of 10 years relevant experience including significant experience managing special security facilities at multiple sites.
+++ Established relationships and a positive reputation with industrial and government security counterparts.
+++ Experience in designing and conducting security and safety education and training programs, is desirable.
+++ Experience in business continuity and in the training and exercising of incident response and emergency response teams is preferred.
+++ Familiarity with security awareness methods and appropriate precautions for protection of RAND sites and management.

The Security Analyst 1 is the first line of defense and is primarily responsible for monitoring multiple security alert sources, eliminate false positives, triage significant security events and alert incident response team of suspicious and malicious activity within the Fund.

Primary Responsibilities

Threat/Incident Management
- Timely identification, collection, correlation, and dissemination of threat intelligence through the use of various security systems (e.g. SIEM system, IDS/IPS, scanners).
- Participate in all the phases of incident response process, including detection, containment, eradication, and post-incident reporting.
- Conduct thorough investigative actions based on security events and remediate as dictated by standard operating procedures
- Detect and respond to intrusion or security breaches

Vulnerability Management
- Performs malware analysis, using available tools, techniques and standard operating procedures.
- Documents vulnerabilities and exploits used while analyzing a malware.
- Performs research on vulnerabilities, exploits, zero-day Malware and then providing early alerts to Security Engineering team along with mitigation strategy.
- Ensures the accuracy and integrity of information throughout reporting.
- Assists the Incident response lead in developing and setting up frameworks for developing incident response toolkit.
- Monitors threat and vulnerability message boards and information resources to identify new and emerging enterprise concerns.
- Monitors vulnerability alert, identification, and escalation data for reporting to manager level resources.
- Assist in the designing and development of tools for detection, protection, containment of malicious activity
- Monitor access control and authorization systems and practices
- Conduct research pertaining to the malware, intrusions, etc and the latest techniques for combating them.

SIEM/ArcSight Management
- Monitors and responds to all alerts per incident handling guidelines
- Escalates to and partners with resolver teams to perform threat remediation and validation
- Responding to day-to-day security requests relating to ArcSight operations.
- Monitors third-party sources for threat and vulnerability trends
- Support Security Engineers in developing data and reports

Qualifications

- 5+ years of hands on experience with security monitoring tools and techniques and incident response
- An Associate’s degree in computer science, information systems or other related field; or equivalent work experience.
- To be considered for this role the candidate should have an understanding of Information Security including cyber security threats, vulnerabilities, networking and client-server communications
- Basic understanding attacker capabilities, intentions, and motives.
- Strong understanding and working knowledge of (i)Incident management techniques and processes malware analysis, designer malware detection, APT response, forensics ; (ii) security tools and products like IBM Proventia, SNORT, WebSense proxy, SQUID proxy, Symantec and McAfee AV, Etheral, TCP Dump, NMap, Nessus, Retina, NetFlow, Packet capture tools, Nikto, CA Siteminder, Checkpoint and Cisco ASA firewalls, DataPower SOA, FireEye, Bit9, ForeScout NAC, Juniper remote access gateways, TippingPoint, EnCase etc.
- The successful candidate should be a self-starter, capable of focused research, collection and analysis of intelligence relevant to the retail industry and enterprise information security.
- Experience in incident response required; (e.g. In-depth knowledge of Windows/Unix operating system forensics, event logging systems, authentication methods, remote and local web application security, penetration testing).
- Working knowledge of information security around platforms and IT infrastructure required; (e.g. In-depth knowledge of Windows/Unix operating system security, authentication methods, firewalls, routers, IDS/IPS, remote and local web application security, penetration testing).
- Experience in performing vulnerability scanning and supporting processes
- An understanding of IP Protocol Suite; knowledge of IP Routing protocols.

Preferred Certifications

- CISSP is required.
- Good but not required. Additional certifications like EnCE, CFE, CEH, GWAPT, GPEN, or GREM are preferred.
- Good but not required . ArcSight Certification (ACSA, ACIA)
- Good but not required . Systems (MCSA, LPIC-1, RHCSA, etc.)
